My uneducated guess says he's long because he still has his lamb tips. Not broomed off yet, young and destined to be a big ram if he survives.
Lamb tips are the tips that haven't been broomed, this is a younger ram, doesn't carry his mass throughout the horn, he has potential though, is he a shooter, for some guys yes, other guys probably not. California bighorns typically broom and finding an old ram with lamb tips is pretty rare. My ram was 6.5 years old, had broomed on one side but not on the other.
