It doesn't make sense for the legislature to enact scare tactics with their own funding proposal. This is basically WDFW saying hey people your legislators want to cut our funding and this is what could happen if that happens.
How about they cut bureaucrats instead of officers.

Usually county health districts. Big outbreak could lead to state or even the feds testing.
