The new enforcement chief (from Alaska) starts September 1.  Cenci is fishing in Alaska.

Chris Anderson who is the Region 2 Captain but has served as the Acting Chief since Steve Crown left the agency is retiring, leaving the Region 2 Captain's position open. Anderson is a Cenci friend/supporter.

Here's an odd application question for the recently posted Region 2 Captain's position:

"As the Region 2 Captain, how will you address gossip and rumors? Please describe any steps you have taken in the past, or could take in the future, to deter or eliminate gossip in the workplace. How do you personally deal with gossip and rumor control?"

Well Anderson was the Acting Chief so he was essentially temporarily promoted while the permanent Chief was selected.

Crown was Chief for about 3 years, Bjork was Chief for about 14 years before Crown.

So why hasn't Cenci been made chief?  Clearly I'm not law enforcement savvy but why do guys keep getting promoted around him?

Mike Jewell, who was seen frequently on Rugged Justice in the Moses Lake area is the new Region 2 Captain.

Chris Anderson who served as Acting Chief for the past year and a half decided not to retire and is now managing the Professional Standards (Internal Affairs) division.

I have interacted with Jewell twice (once bird hunting once fishing) Good guy who likes his job and is good at it.  He even gave me a tip on some birds

One of Chief Bear's first moves was to promote WDFW's three Lieutenants and made them into Captains (higher rank = higher pay). There are no longer any Lieutenants in WDFW. Historically, WDFW Captains were the regional supervisors, and Lieutenants oversaw a program in HQ such as dispatch, fleet management, etc.

WDFW now has 1 Sergeant, 10 Captains, 2 Deputy Chiefs, and 1 Chief in Administration. Go back to around 2006 and that number would be more like 1 Chief, 1 Deputy Chief, 6 Captains, and 4 Lieutenants.

Quite simple actually.  The higher the pay grade of employees that one supervises, the higher pay grade the one who supervises them gets.  Has been that way in WDFW and other agencies for quite awhile.  Top gets fatter and the delivery of services to the public out in the field gets reduced over time.  Ask yourself how many additional field agents WDFW could assign around the state if they converted those 10 captains and one deputy chief into field positions.  Add on to that a reduction in the chief's salary as well for not supervising so many high level staff.  Apply that to all divisions within the agency and you would see significant reults for the public.  You always here the excuses of not enough agents or other positions to adequately cover the state and manage properly.  Way too much area for those out there, bla, bla, bla, on and on.
It's simply mismanagement and it's everywhere inside WDFW.
