WDFW placing plastic cups in the woods

I was out by Seabeck walking down an gated logging road and I saw 2 styrofoam plates with wood BBQ skewers holding the plate to the ground.  Said WDFW and a couple numbers and under it was a plastic cup buried in the ground so the top of the cup is level with the ground and filled half way with a clear yellowish fluid.  What is it?  Didn't smell nasty.

The plates were staked down to the ground with the skewers I don't know how anything but ants and gnats could get in there.

No doubt they are some sort of trap to catch the the dirty chemicals the airplanes are spraying on us so that they can be used in vaccinations.  :dunno:

Everything is connected in regards to the food chain/habitat for wildlife... Yes, even insects.
