As long as it wasn't visible from the road, they were just feeding the ravens and yotes.  If it was next to the road, I would say it was dumped in poor taste.

How close? Does it really bother people as they drive by? Do they even notice it? What I hate is when people back up to a gate and dump carcasses right where people park and get out of their vehicle to walk behind the gate.
