Personally I think WA should require all hunters have an outfitter no matter what the situation.If you can prove you are not a hunter then you could take an exemption on your tax return upon proving you have medical insurance. No insurance required if your only hunting benchlegs. Of course this rule would not apply to same sex marriages and pot users would be granted additional days to hunt based on their handicap.Of course all of this would have to be monitored by a nonprofit state run organization located deep in the heart of the 206.
