I bought an application for my wife and myself 4 years ago and forgot to submit my application, so neither of us was awarded a point. I called WDFW to see why we weren't given our points and their response was if you dont submit, then you don't get a point. I am guessing they changed it like I suggested in my last post because they probably received enough complaints from other hunters. Trust me, I spoke to a guy named Cory and I read him the riot act and told him exactly what I thought about WDFW. I might add I haven't drawn a permit since for anything other than a cow tag, so I'm sure I got blacklisted. I can assure you that neither of us were awarded a point, but I'm sure in the hell not going to search for something from 4 years ago to try and prove my case.
What I said is also true though- you gain a point when you submit an application. i don't think you actually get a point at the time of purchase. But you may get a point after the drawing if you forget to submit.
