Baiting question

If i use corn or maggots on a artificial lure is that considered useing bait? The regs say if i voluntarily use lures i can release fish until a limit is caught. Does really say clearly in the regs

Pretty sure that would be baiting, there is bait on your hook.

Unless the bait added some kind of attractive motion to the lure, it probably doesn't help anyways. Scent would be as or more effective in attracting the fish.   :twocents:
