You could try going to the hobby shop and getting some super thick super glue and the activator spray. It dries the glue instantly when it's sprayed on it. Drill a 1" deep or so hole in each side. Insert a fairly stout piece of wire in each side before gluing. Not foolproof strength, but it definitely helps reinforce the strength at the bond.

Half hour job, That seems to be the general consensus on here. The break is in a good spot-under the end where the horn spreads out. Several of the suggestions have been for something metal. Would a wood dowel be the best thing?
You can get all thread at hardware store drill hole cut to length use apoxy. Depending on how good you want the finished ptoduct you can get apoxy sculpt from taxidermy supply stores to blend for a perfect transition to hide/fill the crack and paint to match.
I'm guessing that the glue and activator that I posted would hold a 2 point blacktail antler just fine. I use it on arrow inserts and fletchings.
