Most of the bulls will be west side if OTC or if east side likely special permit. For the big west side bulls, many are on private land either farms or timber land. With all that harvest is around 9%.  If you don't get special permits or private access odds are even lower.  Guys I know got tired of their camps getting a raghorn every 5 or 6 years.  So they've gone to Idaho and almost all get a mature bull each year and can use their quads in the process while not being rained on for 10 days straight. They seem to enjoy.

Little bit of luck, I spotted him a couple weeks before the season started and decided that was going to be my bull. Came close the first two evenings, but couldn’t seal the deal due to the lead cow busting me. We tried calling him in, but it was a little early for that and he didn’t wanna come looking for a fight just yet. I ended up setting up a ladder stand next to their main trail they follow each evening on the way to feed and was able tag him.
Way to adapt and overcome!
