After a quick review of the summary, it appears to be tentative good news as it sets up a split as to what level of scrutiny to apply to 2A infringements.

Here, the court applied a much stronger burden for infringers to overcome.  As noted, it is a tentative victory, because gun grabbers will almost certainly NOT rest on the decision that their infringements are unconstitutional.

A quick review reveals that it is a victory, if only temporary, in front of a 9th Circuit panel of judges.  I expect CA will request a rehearing before the entire court (en banc).

That's actually not the case. Some of California's rural counties actually have some of the state's highest crime rates. This is pretty good article about the challenges law enforcement face in rural California (low LE staffing/funding, high drug rates, high crime rates, etc.)
