SB 5078 just passed out of committee on a 5-4 vote.

Just means that it passed out of the law and justice committee. I believe that a magazine ban has passed the committee twice before this year. Still has a way to go before becoming law. There was an amendment to it also but i dont know what was in the ammedment.

The way I understood the amendment was that they changed it from 10 round to larger than 17 rounds, and grandfathered in retired law enforcement. I thought it passed, but couldn't tell for sure.
