Blue rump elk

I have seen the blue rumped elk on my cams a few times. Any idea what is going on, or why she is colored like that?
The cam is in Thurston county and I have messaged the biologist in the area, however haven't heard back.

Looks to me like that "blue" area is where there is no hair, just skin.
