Anchored - herring. Backtrolled - plugs. I struggle with this fishery. It’s throwing the dog a bone so the tribes can net. It is not a productive area or fishery for sport fishers. Sure a few will get caught but the prime area and time is now closed, where as, years past it was open. I have no problem with tribes harvesting fish. It’s the adverse effects that’s the problem. Spring chinook commercial fisheries are destroying the wild steelhead runs. The by catch, kelts, are vital to population. Many steelhead runs recruitments are less than 1:1 and repeat spawners are what make it sustainable. JMHO
