But sitting at home.....that type of behavior leads to rule changes and more regulations.

As far as deer numbers, I don't know what was around 15-20yrs ago, I just know I have no problem finding whitetail/blacktail bucks in WA. Either way, Cell cams bans won't help animals survive hunters.
