Bob33,  Of course you are right. But as I said I was just don't understand why it isn't just that if you draw a moose permit, you cannot apply again. Why allow those who do not harvest a moose to continue applying? Wouldn't you agree that the way it is now could give some people an incentive to lie on their harvest report?

The odds of drawing two moose permits in one's lifetime seem pretty small to me: something like 1 in 50,000.  I could accept that you could draw only once, harvest or not.  I think it's simply one more way to get an extra $6.50 out of a few people.
