well my favorite Choke tube is Browning invector + I.C. lead/mod steel.  its been working well for me. What choke do you have in now? Sounds like a Modified should fit the bill.

i have a stoeger model 2000
and the modified just really opens up way to much in that gun
i actually threw the full in to see if that would help even though it is not recomended and it still does'nt even pattern as tight as a modified in my mossburg pump
the chokes i used came with the gun
unhappy with those chokes so looking for a new one

Its "chokes" btw your saying 'chocks' which sounds way to similar to 'cocks'

Modified should be plenty tight with steel shot, maybe it doesn't pattern well?

lol...it happens. Hevi-metal might be another solution. its spendy but i keep a couple boxs around for days when they wont finish for me. generally though. Im shooting winchester 3" #2 over the decoys. i had the mod choke in and switched to the IC and im knocking down more birds out to 40yards. steel does funny things in a choke tube.

Browning inv+ steel full/lead mod for 90% of my hunting. I have shot a few choke tubes like pattern master and kicks. My factory choke shoots very well. Kicks has some great chokes, you might look at them.

I've shot a Patternmaster for years now in a couple different guns and never even take it out anymore even when they're decoying well. IC constriction but the 5 raised posts inside slow the wad to give you full choke patterns but even better since the shot string is much, much shorter, my kill to cripple ratio is almost nill.
Remember that the bigger the pellet, using steel, the tighter the pattern. #2 steel is my favorite untill late then I switch to BB.
Also, the faster loads pattern the worst. Many of the 1500 fps loads out there now pattern well but for a while many of them sucked to be honest. I've spent a lot of money on the patterning board at Sumner Sportsmans Association so I'm not making this up. I've also hand loaded steel up to 1900 fps plus but couldn't even tame it with a turkey choke. These loads were all shot through my Pro Chrono chronograph.
If you don't want to spend the money on a Patternmaster, I'd stick with an IC for close over decoys and MOD for everything else using steel that is. Hevi-shot or the like shoots well thru a MOD or FULL but it really shines thru a Patternmaster.
Choke constriction is just one part of the equation. Pellet size and velocity are big factors. The wad makes big difference. Choke length makes a difference. The longer the better to an extent. The parallel section on extended chokes following the constriction also makes a difference.
