And I suppose all of you bitching drive the speed limit and stop at everystop sign and use your blinker everytime...

The fish out of water regulation is crystal clear?  CHECK
The fish had been noted by the OP being in excellent condition upon release?  CHECK
The best that we can gather by the pic, the fish was handled with extreme care and the fish looks great?  CHECK

Maybe the guy in the picture is indian.  Then the fish out of water law wouldn't apply.  There are some places in WA, for example if you fish the Quinault, where the law doesn't apply.
And the law applies to hatchery fish as well, most people think it is only for wild fish.
