I don't feel bad for you, there are multiple signs posted all over that country. Not just the wdfw is citing offenders but Ive seen county police officers and DNR citing people...Anywhere from the east fork lewis river to the Washougal river is all state land (unless its private or USFS) buy your pass.

My fishin buddy came back to his rig and trailer that was sitting on a gravel bar on the Clearwater, after a long float to find one of those $99 Discover Pass tickets on his rig.   :bash:  The whole thing is just a racket!

Look at it this way, you can either pay the $30+ for the pass. Or pay the $99 fine for parking without the pass, or $203 for driving without it.

But guess what.. the fine money goes into the Discover Pass account! So those who are trying to "screw the man" are actually benefiting the state more by getting ticketed!

$203 driving without it?  :dunno:

Yes.
The $99 is a parking citation. The $203 for driving is a natural resource infraction.

Just some history, prior to the DP when there was just the WDFW pass, it was a natural resource infraction part of the fish and wildlife code. So the "penalty" is not as bad now since it is only a parking citation, and not a natural resource infraction.

So you can't even drive thru state land without one? Like let's say Sinlehekin game range area?

The only exemption for driving took effect this year and it is "When operating on a road managed by the department of natural resources or the department of fish and wildlife, including a forest or land management road, that is not blocked by a gate."

Okay, that's what I thought. So someone could go on a drive through Capitol Forest without a pass. You just would not be able to stop and get out of the vehicle.

As of this year yes. Unless its a gated area.

Pretty sure it was implied.....who likes getting a ticket.  In his original post he states he didn't think he needed one.  A few post later he states he knew better.  That tells me he is very deserving of the ticket for trying to beat the system.

bigtex,

I was told by the DNR cop over in my neck of the woods, that all the DNR land has been posted through the DNR website and that's all DNR had to do. Basically, he said that DNR land does not have to have a physical posting at each area. True of false ?
I couldn't care less about what anybody says..............

Well in reality the requirement of lands to be posted has been eliminated.

When the Discover Pass was created some DNR lands required it and others did not, as a result the legislature required DNR to post those areas it was required.

Then the legislature said ALL DNR lands required the pass, so in their mind, why should there be a need to post the lands requiring the pass if all the lands need it?

So the DNR Officer you talked to is correct.
