It seems to me that most elk hunters, at least with weapons that go "boom!", use elk hunting as an excuse to get away from their wives, drink, camp, shoot, and generally behave like juvenile delinquents. It makes all that hard pre-season scouting seem sort of like a waste of time when Friday rolls around, huh?
Permit only would do a lot to solve those types of issues.
