I read these statements to mean that before or during the volunteering you've already done, you have received the support and guidance of the WDFW personnel in your area... Does the NWTF work with/consult with the WDFW to develop the information you're providing? If not, don't be surprised if they say "no" to the previous volunteer hours, but are willing to approve your next outing as counting towards the 20.
