I thought up there it's just skull and cape that's taken???

Typically that is so with brown bears, though interior bears are still eaten a fair amount by residents. There is no meat salvage requirements for brown bears. Black bears, on the other hand, have to be salvaged in most areas in the spring and it is optional in the fall. I have eaten both species in spring n fall and found them good eating.
