That is very healthy hoof, aside from its length. Definitely not hoof rot.An animal that is lame/injured cannot wear its hooves properly, so they keep growing. Not sure about elk, but horses grow about 4 inches of hoof a year - they either need trims every 6-8 weeks or walking/running up to 50 miles per day, as they would in the wild, to naturally wear the hoof down.
