If you are willing to pay around 6 to 7 K then you should be able to go to some out of state outfitter that has landowner preference tags for those who are going to hunt with him or his outfitter. This would solve your lack of points issue. I think New Mexico has a lot of landowner vouchers for their guided hunts. Wyoming and Montana have some good hunts in areas that are easy to draw. These areas are not good for the DIY public land hunter but there are large ranches in some of these areas that are outfitter only and you can get a dandy bull with an easy tag to draw. Once again, its just what your willing to pay for. It also depends on what kind of shape and age you are. If you are young and strong then I would look to Montana, Wyoming, or Idaho. If you want a causal hunt, New Mexico is rolling hills and lots of flat land with Junipers and Cedars.
