I don't think so because they are not considered permanent
I would be surprised if you could get lumber, roofing and concrete for less than the cost of a metal structure.

Then the assessor started reporting them to the county and the building department went after something like 300 people that bought carports from him and didn't get a building permit. I had to get a permit for mine. This is in Lewis county.
