Yep just heard they passed it late last night.  Suspended normal rules and held a emergency vote.
Not quite like what you elude to.

"Rules suspended" in the legislature simply means the House/Senate Rules Committee suspended their "handle" of the bill and moved it to a floor a vote. Once bills make it to the Rules Committee they either move on ("rules suspended") or get placed on the "x file" which essentially means their dead. There was no "emergency vote." Everything that happened with the bill moving forward through the legislature was "normal."

This is not a surprise, though pretty much enenforceable it seems. Glad I am getting the heck out of this state soon.

These parts just say "unfinished frame", does that mean we can't buy serialized lowers?

It ain't a receiver until its finished, before that its a hunk of metal or other material.

Not sure I get how this will be enforced

This makes me wonder if this bill is being pushed by the big arms manufacturers not selling product along with the anti’s
I have been thinking along these lines with Remington settling the lawsuit,Are the new owners in fact anti gun and just spent a bundle to get the prize at the end?

Remington didn’t settle the lawsuit, because they don’t exist, anymore. The insurance companies settled.

As far as I can tell, this bill has zero impact on serialized lowers. It also has zero impact on 80% lowers that were finished prior to July 2019, which is identified in the definition of "untraceable firearm". There is no way to enforce this garbage. They would have to prove that you milled out your 80% lower after that date.
Which they may be able to do if they can prove that you bought it after that date. Not sure how they could do that. If they can use credit card records or sale records from the seller, they could show that you bought one after July of 2019.
Yeah, the law is pretty unenforceable going backwards, but it is still a win for the anti 2A fascists. They will keep coming after your guns, make no mistake about that. Learn how the political system works and get involved. It is up to us to protect and keep our rights. Guys who say that their vote doesn’t count, the system is rigged, it’s useless, etc are pathetic. We have been given a opportunity to take part in governing ourselves. Let’s take advantage of the opportunity.

It is a unconstitutional law in several ways. They don’t care. They think that most people will comply. If you don’t comply and by some weird circumstance they arrest you and find the “illegal ghost gun”, they will make you go broke fighting them in court. The bogus law needs to be fixed in the courts.
