Roosevelt Still High Water?

I've been keeping an eye on the water level @ Coulee the last couple of months waiting for the normal drop around the walleye spawn but from this site: https://www.usbr.gov/pn/hydromet/daily_grapha.html?list=gcl%20fb the water levels still look to be way above historic averages.

Does anyone know why this is? I tried looking for information on why this is going on but only came up with this: https://www.lrf.org/lake-roosevelt/news/593-deeper-winter-spring-drawdowns-of-lake-roosevelt-may-be-coming which I wouldn't expect to impact CURRENT water levels? But I could be wrong.

I was over the last week and a half and the water level is still high, but it is dropping every days since I left on Wednesday the 17th. I heard it had something to do with the Canadians and how much water they are or aren't sending down river...take it for what its worth. That is third person info from a fish bio at the Seven Bays lunch.

Water is slowly being drawn down, l haven't looked on line at the schedule but suspect it might have something to do with the expected low run off this year. Walleye guys up my way have been doing fair (not great), trout have been extremely.slow. Easy launching at most launch sights. Lake is definitely higher than is usual this time of year.

Been watching this closely, long drive for slow fishing of they don't draw the water down.
