Yes guys if you draw multi you can put in for east and west permits cow and bull.  I drew last year

No.  You would only have one additional point for each elk category (bull, quality, cow) if you are unsuccessful.

If you get drawn for all three, then your points would be reduced to zero in all three.

so can i put in for bull on east and west with every wepon

Are you talking the Quality category? You only get one Quality elk application, and you have two choices on that application. So for one hunt you could apply for an eastside archery permit, and for the other hunt you could apply for a westside rifle hunt. Or whatever. But you only get two choices.
