Well, the only license you would need is the small game license. You may want to wait until October so the season is actually open. Poaching is often frowned upon by most As for the use of a bow no idea, .410 would be more fun in my opinion. Shooting a quail, though a small target, with a bow wouldn't be to tough. Unless you plan on wingshooting with the bow, then go get 'em.
