I like it.  Recruiting more people into hunting and fishing is a good thing.

A good way to recruit people is with more opportunity. Not less for free. 😉

if at 18 they are old enough to vote and decide the fate of the country they are old enough to pay full price as adults. Now I could see raising to 16 but not above that.

I'm okay with it either way, but if they really want to encourage new fishermen they really need to just simplify the regulations.
 
There are many rivers that have four or more different sets of regulations depending upon which stretch of the river you are on; different seasons, bait and or lure restrictions, etc.. It's no wonder that experienced people just throw their hands up in disgust, not to mention new fishermen being discouraged.

SO TRUE!  But didn't you see, the WDFW just went through a big process to "streamline" regulations.

I would be fine with them paying full price at 18. I think 19 is a stretch, but having to buy a license at full price for a 15 year old is BS.

I think the age should be consistent between hunting and fishing.

Good. Nobody can seem to make up their mind about a person's adult age anyway. Seen full prices start as young as 9, and somehow I'm financialy liable for some things till 24. Happy to not pay anything anymore. Full price hurts when a very busy teenager may only go out once.

I say give them a free pass for as long as possible. Fishing and hunting. We all know most of them would rather be at home playing Madden or Super Mario... Dangle the carrot!

18 and under are free under this proposal.  I don’t have an issue with this.  Most high school seniors turn 18 during the year and few are 19.
