I don’t understand all the smoke and mirrors. Just put an announcement out that you’re running the draw on “X” day and to check after “X” time. Give yourself a few hour buffer to make sure you can complete it before people start checking.

Postponing due to too many people checking is the fake news. The witness may or may not have been sent away and draw delayed, but it's due to something else on their end not working or crashed.

I've checked the licensing site 124 times the past 2 minutes and has not been down

There’s no postponing. There’s no delay. There’s a clogged up computer system because 21,009 people all clicking on refresh at the same time.
