There's no way they could require that someone buy it. What if that person doesn't have the money?
you say if someone doesn't buy it they should be banned.... what if they are military and get deployed or transfers early should they be banned? Just trying to figure out your train of though

Then if you are not drawn they refund all but a few dollars for processing fee.
I think all the unsold should be sold first come-first serve after a deadline. The app should just give an option.
Hopefully there will be a redraw for you RadSav after half the applicants don't purchase it. Stupid for the state no not want a guys $140 if he's willing to fork it out while 1000's of others that they've "chosen" don't want to fork it out. I know they've redrawn before in the multi season deer, but I'm not crossing my fingers they're smart enough to do it anymore.
The WDFW knows a certain percentage of people will not purchase the multi season tags, and they took that into account when they decided how many people to draw. So it wouldn't make sense for them to try to sell the ones that don't get purchased.
